The privatization of a public resource is not an act of civil disobedience, it is simply theft.
The situation in regards to Venice and the RV Invasion is a perfect example of the disfunction and impotence of LA's civil authorities and municipal services – i no longer believe it can and/or will be solved.
Get used to it.

Guess the Coastal Commission doesn't care that the RV's prevent double the amount of beach access.

I think a nice alfresco restaurant with fine food would be perfect right there.
Who wouldn't want to smell RV exhaust and bum poo while they gaze at these posh vehicles?
Tourism will definitely go up when everyone finds out that Venice is the best place to get an unobscured view of our lovely RV citizens.
