MORE REASONS TO CLOSE DOWN THE VNC
This is what has happened to the VNC Education Committe ove the last few years, even before President
Lucks forced the then Education Chair Peter Thottam to quit because she wanted him to falsify information
at her bequest and replaced him with her lapdog lackey Cindy Chambers. All of this goes back to the fact
that Lucks and her VNC Executive Committee refuse any grievance process and has rejected all filed by
Education Advocate Rick Selan for years, and with her former position with DONE (The Department Of
Neighborhood Empowerment – NC management) to continue to stop the discussion. Since I am CCd on all
of this nonsense, I thought that YO readers might like to know about more than the present VNC
management being in the homeless enablement business – I do not understand why they are interested
in dominating the Education Committee as they were with the obvious control of the Public Safety
Committee but it might be connected to the local social services that get money from the City and LAUSD
for "gang abatement" and alternatives in our schools (when the situation has been reduced quite
considerably), or might have something to do with the underutilized land at the Venice/Mar Vista area
school grounds…….. Hmmmmmmmmmmm

Dear Grayce Liu , Leyla Campos, and Lydia Grant,
According To VNC Grievance Chair Ira Koslow, he rules unilaterally on all grievances
filed by DONE Complaints against VNC. Grievance Chair Ira Koslow continues to rule that these
DONE Complaints are "non-actionable based on prejudice." Koslow continues to send his unilateral
denials of all grievances to VNC President Mike Newhouse rather than send a copy to present
VNC President Linda Lucks. Why?
The public must remember than Attorney Newhouse was a leader in having the T- Mobile Celluar
Tower removed from his neighborhood in Venice to Oakwood Park with three schools and a church
within 500-1000 feet of the Tower. Is Attorney Newhouse serving the Grievance Chair Koslow or
the VNC as an attorney ?
Might there be a "special small group within VNC" who makes political decisions that many elected
members are not aware of ? We can never forget when VNC President / BONC President Linda
Lucks (Also President of the Board of Neighborhood Councils at the time – BONC) placed in writing
her decision as BONC President to create a DONE Grievance Committee where comprised
primarily of VNC boardmembers. A few days later, Ms. Lucks was no longer President of BONC.
She was not a happy camper.

Issue: Does VNC president Ms. Lucks have power and authority to direct a VNC Education chair
to revise minutes of meeting as she directed? Does Lucks have the power to remove Thottam
for "Insubordiantion"?
My argument: If Lucks has the power to do so, she must have to be "Owner and proprietor" of
the "Shop" as master and Mr. Thottam is a servant. Since that does not exist as a fact. Lucks
should be guilty of wrong against Thottam. In law, that is "Intentional infliction of emotional
distress" on the victim Thottam whose only fault is the he did not "Please" Pres. Lucks. That
derrogates the democratic system of the NC, if any…
Decision : Who is going to chastise the self-appointed chastiser Ms. Lucks? and how?

Issue : Does the Rules and Election committee chair have power to hear grievance in which Koslow
is the grievance defendant. Or has he duty to recuse himself? Who instructed Kowlow, if Kowlow
is acting under "Legal advice"?
My Argument: The case can be decided without hearing if both sides admits that is what
happened, and Koslow is disqualified to rule on his own case. The fact that this is dragging on
for so long without redress is an strong evidence the the $8 million Empowerment system is run
by people totally inadequate for the task. I do not call that corruption of power. Worse, it is
insanity of the VNC power structure and unmittigated shamelessness of DONE in unremitted
scale due to the length of time of this problem not being cared for.
Decision: Wrong doer that rule on his own case, must himself "retry the case" based on this
above argument or opinion and see if he can do so or not? If not, he should be disqualified
as Rules Committee chair.
