Seriously if you have an old place go to the Sanborn Fire Maps and arm yourself. The use of a private survey, because that's what it is, is hardly the source document you want inspectors to use.

 

Furthermore be advised that if you have changed out your front door, or if it was changed out since your structure was built, they are now demanding that you get a permit for the 'unpermitted work' (this told to me by a friend in the Westwood area).

JULIAN AMAYA illegally entered one of my apartments several years ago ahead of the scheduled inspection time that the tenants had been given notice for. He scared some of the tenants because he was not accompanied by the manager who did not arrive at the noticed time. I lodged an official complaint that JM was breaking the law and I would not allow him on any of my properties ever again. 

a couple of years later JULIAN AMAYA arrived at one of my properties accompanied by his supervisor to respond to a tenant complaint (not a regular SCEP inspection) I was personally present and protested to the supervisor and said I would not allow him on my property. The supervisor explained that JULIAN AMAYA had been taken off SCEP inspections and was reduced to only handling tenant complaints.

I have had a 21 unit building in Venice inspected many times since SCEP started – it is in impeccable condition – the only citations were for tenant caused issues like missing smoke detectors and window screens – I was not present a short time later when JULIAN AMAYA came along and wrote up 65 citations relating to the most obscure issues that were nothing to do with tenant health or safety.  I later heard from the supervisor that JULIAN AMAYA replaced someone who was off work that day because he was erroneously scheduled to do my inspection by a dispatcher who was not aware that he should not be doing SCEP inspections. Following a complaint from my lawyer to his supervisor that they were out of their jurisdiction his report has been expunged from the system and I was told a different inspector would do it again – that was nearly a year ago and I have heard nothing from them since.

Now that's what I call action.

It's refreshing to know that some citizens are ready and able to stand up to nonsense.

In my case I got so furious with Julian Amaya that I called LAPD and had him escorted out and off the property. The little bum actually told me me that he wrote me up to teach me a lesson.

Dear Friends,

ShipShape is right- Julian Amaya is a nightmare. So much so, it is interesting to know that he, himself is a property owner located at:

  Which is a property that was sold under hardships and was written up by the LAHD before he purchased the property.  He some how got out of all the write ups and purchased it very cheap! I told this to his supervisor and he went absolutely quiet, then about 20 min. later asked me "how did you know that?"  I told him that Julian Amaya made me so mad I googled him and found out all of this information.  Haven't heard from them since.

This man is a nightmare- do not let him on your properties.  All of the above information is public knowledge and can be looked up by putting his apartment address into the LAHD website.

I am aware that JULIAN AMAYA and other inspectors buy properties and am investigating the circumstances that caused the previous owners to sell and if it was under duress or foreclosure caused by the same inspectors or their cohorts. 

Many owners are forced into selling or foreclosure, even bankruptcy because of SCEP and REAP.  The combination of rent control limiting rent increases to less than the ever increasing costs of maintaining a property (especially after someone like Julian Amaya attacks them) combined with the arbitrary taking of rents by the REAP program amounts to thinly disguised confiscation without compensation and without due process. It would be very interesting to find that the city inspectors and the city itself (for subsidized housing projects) are then getting the buildings cheap with HUD money and then suddenly there appears to be no more defects in the building.

HRCLA Housing Reform Coalition of Los Angeles   hrcla.org  is gathering a pool of aggrieved owners, particularly those who have lost their buildings, to put together a combined or even class action lawsuit against the city for everything they have taken illegally – which is everything according to California law. Even the city attorney has warned the city that he is not in favor of REAP – I interpret that to mean he quietly admits it is not legal. The city faces massive refunds of confiscated rent and damages for all they have taken.

Back to the question, anyone know what happened to the Fair Housing Coalition or The Housing Reform Coalition L.A. 

I've tried to reach both without any luck.
