			<content:encoded><![CDATA[<p>Yet again there were a lot <a href="http://www.yovenice.com/forum/lost-found/stolen-bicycle-7-22-10/#p9955">more</a> bicycle thefts this week. Please do everyone a favor and engrave your bike so we can catch these foolios! </p>
<p>In order to help aid in the recovery of stolen bicycles and also possibly help catch the thieves, <a href="http://www.urbanescapevenice.com/">Urban Escape</a> and <a href="http://www.elvinowines.com/">ELVINO</a> on Abbot Kinney have generously offered to keep a Dremel engraving tool at their stores for the summer so that residents can etch their drivers license or phone number into the bottom of their bicycle frame. Remember to write down the serial number of the bicycle too! </p>
<p>Here is an informative video on how to engrave with a Dremel tool, with a smart tip on using masking tape:</p>

Jimmy broke both legs, his back and pelvis.  A near fatal accident, Jimmy is now making amazing progress in rehabilitation. Medical bills are steep, however, and he could really use the support of the community to help out with the debt created by the accident. </p>

All proceeds raised will go to help out Jimmy.</p>
<p>Saturday, June 19th, from 10am- 6pm there will be a benefit &#8220;ramp jam&#8221; skate competition at the Venice United Methodist Church skate ramp. 			<content:encoded><![CDATA[<p>The new <a href="http://www.grvnc.org/">Venice Neighborhood Council</a> members are being sworn in right about now. To mark the occasion, we asked the outgoing President of the VNC Mike Newhouse to share some thoughts with the community. </p>
<p>Yo! Venice! would like to thank Mike and all of the other outgoing Council Members for all of their great community work! Hopefully next Tuesday evening finds all of you on the beach having a cold beverage of your choice! </p>

<p><strong>An Outgoing Letter From The President of the Venice Neighborhood Council</strong></p>
<p>It is with mixed emotions that I finish my term as President of the Venice Neighborhood Council.  After three as an elected member of the VNC, and two and a half years as its President, I feel tremendously proud of what we have done and grateful for the opportunity to have served with my neighbors.  But, I also feel that we have only scratched the surface of what needs to be done.</p>
<p>Over the past two and a half years, all twenty-one of your VNC Board members have served with distinction, and made great strides towards making Venice a better place.  The Council has made it a priority to engage and involve every specific neighborhood in Venice in our work; whether it be through our Neighborhoods Committee organizing for disaster preparedness, or the Land Use and Planning Committee specifically working with neighborhoods in which a project is proposed for siting.  Community Outreach has risen to a new high, with the VNC’s work being more effectively communicated to us all through our newsletter, Your Venice, increased press coverage, e-mail alerts, and community tabling at the Venice Farmer’s Market and First Fridays.  We have also taken the concept of Town Hall meetings to a new level, creating interactive forums where hundreds of Venetians come together to discuss an issue, make concrete recommendations as a community, and forward that input directly to the City Council and the Mayor.</p>
<p><span id="more-5829"></span></p>
<p>More specifically, the VNC has worked with the merchants of Abbot Kinney and the Venice Chamber of Commerce to create First Fridays.  We have helped to make recycling on the Boardwalk a reality, added trash cans and recycling bins throughout our commercial districts, and created the Bin Your Butts program, which seeks to provide receptacles throughout Venice for cigarette butt disposal, keeping that waste out of our ocean.</p>
<p>The VNC has also taken an active role in the Neighborhood Council system and in the City. We’ve been a big part of creating the Westside Regional Alliance of Councils, which brings all 13 Westside Councils together to cooperate on issues of regional importance.  And, through our participation in the Board of Neighborhood Council Commissioners (BONC),  Los Angeles Neighborhood Council Coalition (LANCC) and other groups, we’ve taken the lead on many city-wide issues and contributed to the best practices of the Neighborhood Council System.</p>
<p>When it comes to funding good works in our community, the VNC has re-invented the model of neighborhood council funding. We reserve almost 50% of our annual budget for projects proposed by stakeholders and community groups that directly benefit Venice. Our innovative method of basing most of this funding on a competitive application process has been widely praised and is being emulated all over the city. As for our serious issues regarding homelessness, the VNC has spent the better part of the last two years working with Councilman Rosendahl’s office to develop a system for overnight parking permits &#8211; for neighborhoods that want them &#8211; coupled with a Safe RV Parking program to provide refuge and opportunity for members of our community living in their vehicles.</p>
<p>In short, I believe that the VNC has become much more reflective of who we are and what we think as a community.  The fact that 43 people ran for office, and almost 1300 voted, in April’s VNC election (more by far than we have ever had – and more than all but 1 of the other 89 Neighborhood Council in Los Angeles) suggests that if nothing else, more Venetians than ever know about the VNC and feel it has an effect on their lives.<br />
<strong><br />
However, this is just a start, and so much more needs to be done</strong>.  While statistically small, over the last year Venice has experienced a disturbing rise in property and violent crimes which must be addressed.  Our parking and vehicular congestion problems are growing, and in the midst of a city-wide budget crisis not only is it likely that the VNC’s budget for coming years will be heavily cut, but the city’s ability to provide basic services to our community is also in jeopardy. </p>
<p>Because of all the work that still must be done, I challenge every one of you to get more involved in Venice.  Whether that means working directly with the VNC and its committees, starting a neighborhood watch on your street, or simply attending a meeting (which will continue to be held on the 3rd Tuesday of every month at 7pm at Westminster Elementary School) doesn’t particularly matter.  What matters is your participation in making our Community a better place.  Remember, <em>It’s Your Venice, Get Involved</em>!</p>

			<content:encoded><![CDATA[<p>In order to help aid in the recovery of stolen bicycles and also possibly help catch the thieves, <a href="http://www.urbanescapevenice.com/">Urban Escape</a> and <a href="http://www.elvinowines.com/">ELVINO</a> on Abbot Kinney have generously offered to keep a Dremel engraving tool at their stores for the summer so that residents can etch their drivers license or phone number into the bottom of their bicycle frame. </p>
<p>Here is an informative video on how to engrave with a Dremel tool, with a smart tip on using masking tape:</p>

<p>From Councilman Bill Rosendahl:</p>
<p>I am very disappointed that the California Coastal Commission rejected a settlement proposal that would have given residents of Venice the same ability to regulate street parking as every other community on the California coast.   The proposal would have simultaneously given residents local control and increased visitor access to the beach.</p>
<p>Despite this setback, I am determined to use every tool at my disposal to help Venice residents regulate parking in front of their homes.  </p>
<p><span id="more-5737"></span></p>
<p>On Wednesday, the council&#8217;s Transportation Committee, which I chair, approved a stronger, tougher ordinance restricting parking by over-sized vehicles.   I will ask the full City Council to adopt this ordinance.  Over-sized vehicle restrictions can be adopted on a block-by-block basis, and can be implemented without seeking the approval of the Coastal Commission.</p>
<p>My staff and I are also moving forward aggressively with a Safe Parking program that will help move RVs and over-sized vehicles from residential streets while providing those living in their vehicles with much-needed social services and a path to housing.</p>
<p>While this is clearly a contentious issue, we all must resist anger and divisiveness.  Solving this problem, and striking the right balance with a carrot and stick approach, will be difficult and will require patience and good will. Working together, I am confident we can accomplish that.</p>

<p>The attached picture shows the Gonzalez family with some of their belongings in front of their Abbot Kinney (in the 1300 block, the trendy area) home which has been owned by the family for sixty years. </p>
<p>The LA County Sheriff&#8217;s Department  arrived in force before 8am this morning and, the family claims, kicked in their front door, and evicted them, had a locksmith change the locks and put the family on the street with no where to go. All the shelters are full. The situation is not clear to me at this time other that the eviction and the family owning the property for sixty years. This is the last residence along the gold coast, trendy area of upscale Abbot Kinney.  This is Venice history being made.  The last home.  Finally, the family, locked out, cannot enter their house to retrieve their cats, and several kittens who are locked inside.</p>
<p>Whatever the circumstances, they lived here, own the place and were stormed by cops and thrown. The last home on trendy Abbot Kinney. Whatever happened here could have been avoided and I can safely say there was some bs around money and these folks not knowing how to fight and protect themselves.</p>

<p>Several voters in Venice this morning were either turned away or voted provisionally, reports John Wellington Ennis of Video the Vote. &#8220;At the Venice Methodist Church on Lincoln and Victoria in Venice/Mar Vista, there are two tables for two different precincts,&#8221; he explained. &#8220;This morning, only one of those precinct tables was set up and serving voters, while the superintendent of the other table apparently quit and did not deliver the necessary materials — poll books, voting machines, ballots, more.&#8221;</p>

<p>By 10 a.m., he said voters were able to vote on regular ballot.</p>
<p>&#8220;Voting is never enough,&#8221; Ennis said. &#8220;We must ensure that our votes are counted, that they are carefully collected, and that ballots are even accessible. The purpose of monitoring is not to harangue poll workers and civic administrators, but to ensure that citizens know their rights, know that others are looking out for them, and that the process can be observed and documented for improvement.&#8221;</p>

Elano Pizzicarola, a student journalist and journalism major at Cal. State Northridge, interviewed Betty and has piece to share.</p>

<p>What does it take for someone to work as a school crossing guard for<br />
32 years? Elizabeth Jolley, who has just retired from that very job in<br />
Venice Calif., knows the answer. &#8220;Dedication, I suppose,&#8221; says the<br />
English native, who just turned 76 last March.</p>
<p><span id="more-5269"></span></p>
<p>She was liked by the whole neighborhood where she worked. The kids<br />
adored her, and their parents trusted her. Many, who had grown<br />
accustomed to seeing her at the corners she worked, had to see her<br />
leave. It was an emotional period they struggled to endure. So when<br />
Jolley was selected to be part of the cut, rumors about her retirement<br />
spread.</p>
<p>&#8220;They were very, very disappointed,&#8221; says Jolley, who got up from 5:30<br />
a.m. to a quarter to six, never late to her job or absent once.</p>
<p>Parents responded with gifts like chocolates and flowers, bringing<br />
them to Jolley during her last days on the job.</p>
<p>Jolley’s retirement came due to the recession. Last November, the City<br />
of Los Angeles launched a cost-cutting measure, allowing early<br />
retirement to 2,400 of its workers. And as for Jolley, despite her job<br />
giving her &#8220;vitality,&#8221; she knew she couldn’t work forever. So during<br />
that same month, Jolley, who worked at both Saint Mark School and<br />
Coeur d’Alene Elementary School, took up the offer and applied for the<br />
program. Last February, Jolley found she was finally selected for<br />
retirement.</p>
<p>Despite Jolley wanting to work till the end of the school year, she<br />
was forced to leave on March 12.</p>
<p>&#8220;So that was my last day, the twelfth of March,&#8221; says Jolley, which is<br />
what she remembers most.</p>
<p>Jolley’s final day yielded a celebration. It garnered local media<br />
attention, as CBS News showed up at the gathering. And at the day’s<br />
end, Core d’Alene granted her a plaque for her work on behalf of the<br />
school and the families of students who went there. &#8220;It was, like you<br />
say, ‘I had my fifteen minutes of fame,’&#8221; Jolley says.</p>
<p>&#8220;It was just a wonderful day.&#8221;</p>
<p>Jolley has lived in the same 97-year-old home near Abbot Kinney Blvd.<br />
for 44 years. She has driven the same 1994 Toyota Corolla since its<br />
release.</p>
<p>&#8220;I guess it was just the way I was raised, the way I was born,&#8221; Jolley says.</p>
<p>In Bradford, England, before Jolley turned 12 when her family moved,<br />
she lived in what she calls a &#8220;back-to-back&#8221; house, with two living<br />
spaces attached. It was surrounded by bucolic open fields with lambs,<br />
cows and horses.</p>
<p>Jolley family’s living space had two bedrooms, one of which she shared<br />
with her brother, Kenneth. To bathe, she was forced to use a tin<br />
bathtub that was about four feet long, affront a fireplace. To use the<br />
bathroom, she would have to walk to a toilet, outside her house, that<br />
she shared with her neighbors who lived in the house that was<br />
adjacent. To cook, her family would have to use a cast iron device<br />
that she calls a &#8220;Yorkshire range,&#8221; that served as an oven, grill,<br />
water steamer and heater for her home.</p>
<p>&#8220;You walked to the end of the street — there were a row of toilets<br />
back there. You usually shared one toilet with the people that lived<br />
behind you,&#8221; says Jolley who happened to live close to the toilets,<br />
shortening her walking distance. During the snowy winters, and<br />
frequent rain, her and her family used what she calls, a &#8220;chamber<br />
pot.&#8221;</p>
<p>&#8220;That’s how people lived in those days, unless you had a house with a<br />
bathroom,&#8221; says Jolley, understanding that this lifestyle may seem<br />
foreign to generation X and Y.</p>
<p>At 10, Jolley wrote in a school notebook that she wanted to move to<br />
the Golden State. And by 12, she wrote to the film studios, asking<br />
them to mail her celebrity photos.</p>
<p>Back then, videotapes were nonexistent. So Jolley frequented movie<br />
theaters, as many did in Bradford. When she was 25, she moved to New<br />
Zealand, and worked in the wool mills as many of her peers did.</p>
<p>&#8220;We left school and started working straightaway. We never had the<br />
opportunity to go to college,&#8221; says Jolley, who began in the office,<br />
but moved on to the mill to earn far more money.</p>
<p>But in 1961, Jolley’s dream to move to California was answered, thanks<br />
to family friends sponsoring her, which she says, is how it was done<br />
back then.</p>
<p>&#8220;It wasn’t easy coming to the United States in those days. You had to<br />
go ‘the counsel’ and have a medical exam and a background check-up and<br />
fill all the paperwork out,&#8221; says Jolley, who embarked from New<br />
Zealand on the two-week voyage without her family.</p>
<p>&#8220;They weren’t too happy. My father was — I think — disappointed.&#8221;</p>
<p>Nonetheless, on July 23, 1961, after stops in Honolulu, Vancouver and<br />
San Francisco respectively, a 27-year-old Jolley, aboard the Canberra,<br />
Maiden Voyage, arrived at the Long Beach Port. Her eyes were used to<br />
Bradford’s cleaner air, so they were irritated by the smog before the<br />
ship even docked.</p>
<p>During Jolley’s stay, she first got a job babysitting six children,<br />
for a doctor in Brentwood, where she experienced the 1961 Bel Air<br />
fire. Eventually, she met her future father-in-law, Jack, who used to<br />
be a film projectionist in Santa Monica. Jack introduced Jolley to his<br />
son, who shared his father’s first name. But before they married,<br />
Jolley became homesick and traveled back to Bradford, living back home<br />
for a winter.</p>
<p>Two months later, Jolley returned to Los Angeles and finally married<br />
Jack Jolley in 1963. And ten months after that, Jolley and her husband<br />
Jack, who worked in space exploration, gave birth to her first child.<br />
A doctor noticed that the newlywed’s daughter, Gloria, suffered from<br />
breathing problems. The doctor suggested that Gloria be closer the<br />
ocean, breathing cleaner air. So, in 1966, the family moved from<br />
Palms, Calif. to Venice.</p>
<p>Her husband, who worked in space exploration, had preferred her to be<br />
a stay-at-home mom. But one day in Jan. 1978, one of Jolley’s<br />
neighbors, whom she remembers as &#8220;Linda,&#8221; had been job hunting. Jolley<br />
noticed an advertorial in Santa Monica’s 123-year-old Evening Outlook<br />
newspaper, which stopped printing in March 1998. Jolley shared the<br />
blurb with &#8220;Linda,&#8221; but her neighbor declined the offer.</p>
<p>Jolley recognized how this job would be apt for her lifestyle, as she<br />
could work when her children were at school and return home before her<br />
kids, still tending to them, as her husband wanted.</p>
<p>And later that year, after an interview at the Venice Police station<br />
on Culver Blvd. and a visual service exam at Hollywood High school,<br />
Jolley began a 32-year career as a crossing guard at 44-years-old.</p>
<p>Jolley’s first stint was at Broadway Elementary School on Lincoln<br />
Blvd., where she biked from her nearby home. She was trained by a<br />
woman in her late 40s, maybe 50-years-old. Jolley calls her by her<br />
first name, &#8220;Rita,&#8221; as she is unable to remember her last name.</p>
<p>&#8220;And then, I was on my own after that first day.&#8221;</p>
<p>When Jolley began her career as a crossing guard, her kids, Erick and<br />
Gloria, would react with excitement. But as the siblings aged, both of<br />
them now working in the entertainment industry, realized the risky<br />
environment their mother worked in and grew concerned.</p>
<p>&#8220;They used to say, ‘It’s such a dangerous job, mother. I wish you<br />
didn’t really do it,’&#8221; says Jolley, who respond with an affectionate,<br />
cheerful &#8220;‘I love doing it,’&#8221; her son and daughter, still wary.</p>
<p>&#8220;So they day I decided to retire, they were very, very happy – very happy.&#8221;</p>
<p>Jolley worked five days a week, sometimes during summer school. She<br />
liked working during summer less than other times, for Jolley<br />
preferred to vacation back in England when school was out.</p>
<p>Six years into her career, Jolley was transferred to Coeur D’Alene<br />
Avenue Elementary School, which was closer to her home, walking to and<br />
from work. She also worked as a crossing guard for Saint Mark<br />
Elementary School, which was about a block and a half away from Coeur<br />
d’Alene. She worked for both schools, corresponding to their end<br />
times.</p>
<p>Today, Jolley, a book-lover, volunteers at the Coeur d’Alene library<br />
on Wednesdays. She helps students check-in their books, reads to them<br />
and stocks the shelves.</p>
<p>&#8220;I read books all the time,&#8221; says Jolley, who was met, sitting at a<br />
small table in a Studio City Coffee Bean and Tea Leaf, her blue eyes<br />
consumed in Alexandra Ripley’s &#8220;Scarlett: The Sequel to Margaret<br />
Mitchell’s ‘Gone with the Wind.’&#8221;</p>
<p>And in Venice, sometimes at the library, the parents who trust her and<br />
students who adore her still express nostalgia towards Jolley,<br />
yearning for the time when she was a crossing guard.</p>
<p>Andrew Jenkins, 44, is Coeur d’Alene’s principal. He agrees Jolley<br />
takes the same work ethic from her crossing guard job, to the library.<br />
&#8220;She is a dedicated woman in any capacity,&#8221; says Jenkins, who was the<br />
one who physically handed her the plaque on that special day of her<br />
retirement.</p>
<p>Jenkins also noticed Jolley at her job site long before her start<br />
time, while balancing her responsibilities of reliability, with<br />
getting to know the students personally. &#8220;She was very serious and<br />
very caring,&#8221; he says.</p>
<p>Living in Los Angeles, Jolley is still fascinated by the film<br />
industry. But Jolley disassociates herself with many of Los Angeleno’s<br />
needy lifestyle traits of switching residence as income increases,<br />
cars when their trendiness wanes and jobs when better financial<br />

<p>Dear Friends,</p>
<p>I am writing to update you on one of the most contentious issues in Venice &#8212; the proliferation of homeless people living in cars and campers.</p>
<p>For the last couple years, I have been working on a two-pronged, “carrot and stick” strategy. My goal has been simple:through both enforcement and social services, rid our streets of the non-resident cars and campers that impact our quality of life. To be successful, we will need an approach that is measured, balanced, and humane.</p>
<p>In pursuit of this goal, I have fought for increased enforcement against vehicular living, and pursued establishment of Overnight Parking Districts (OPDs) that would ban non-residents from certain streets from 2 a.m. to 5 a.m. At the same time, I have been working to create a Safe Parking program, which would create designated areas where people living in vehicles could sleep lawfully, obtain counseling and social services, and begin the transition to permanent housing.<span id="more-4576"></span></p>
<p>Last week, I introduced a council motion that would help fund the Safe Parking program – just as I identified funding two years ago to start the creation of the OPDs. In the overheated political environment that accompanies this issue, the motion has generated a lot of attention and misunderstanding.</p>
<p>Let me respond to the most common questions and misperceptions I have heard:</p>
<p><strong>What would your motions do?</strong></p>
<p>I have introduced two motions, which allocate money for various programs and projects.</p>
<p>The first motion allocates money exclusively from the Venice Area Surplus Real Property Trust Fund for: improvements to the LAPD Substation at Venice Beach, after-school programs at Penmar Park and the Oakwood Recreation Center, recycling bins at Venice Beach, additional staffing for Recreation &#038; Parks at Venice Beach, facility improvements at Venice Beach, maintenance and steam cleaning of bathrooms at Venice Beach, and design and construction of a new park at Driftwood Avenue on the Marina Peninsula.</p>
<p>The second motion allocates money from the Venice Area Surplus Real Property Trust Fund and other sources for a Safe Parking program for Venice and Council District 11.</p>
<p><strong>What is the Safe Parking program?</strong></p>
<p>When we implement the OPDs, it is imperative that we also find a place for people to go, and give them an opportunity to move into housing and social services. To do that, we need a Safe Parking program, similar to successful programs in the beach communities of Santa Barbara and Eugene, Oregon.</p>
<p>In Santa Barbara, more than 20 different lots in scattered locations each allow a handful of people to park legally overnight (and only overnight) as part of a monitored and supervised program that provides counseling, and housing referral services. Combining parking restrictions and a Safe Parking program, Santa Barbara has significantly reduced the problem of vehicular living on city streets – and they did so in a humane and sensible manner. The similarly successful program in Eugene has different requirements and services, and has a great track record of moving people into housing.</p>
<p>My staff is working with community leaders, with the Los Angeles Homeless Services Authority, and with other service providers to craft a similar program that will work for Venice.</p>
<p><strong>Why do we need a Safe Parking program?Why can’t we just force outsiders from our neighborhoods?</strong></p>
<p>We need to understand that the population of people living in their vehicles is diverse. Many people living in their cars are veterans and senior citizens who need a safe place to park and the right connection to services. Many are economically disadvantaged, in need of help getting back on their feet. And, yes, a sizeable number are taking advantage of free rent in a beautiful community, and need to be cited and told to move on.</p>
<p>A carrot and stick approach makes sense. A Safe Parking program will provide services and shelter to those who need it, while the OPDs will give us the tool we need to force from our neighborhoods those who have no need of services.</p>
<p><strong>What is the Venice Area Surplus Real Property Trust Fund?</strong></p>
<p>The trust fund, established in the 1970s, contains monies collected from the sale of surplus city properties in Venice. The money has restricted uses, and can be spent only on projects in Venice that benefit Venice and the entire City. In the past, the fund has been used to renovate Venice Beach, rebuild the Venice Pier, rehabilitate the Venice Canals and Ballona Lagoon, build the LAPD substation, create public art, create additional parking spaces, fund programs for at-risk youth, and pay for the initial studies to create OPDs.</p>
<p><strong>I have been told the fund can only pay for physical projects. Is that true?</strong></p>
<p>No. When the ordinance was created, it was restricted to capital projects. But several years ago, it was amended to allow broader uses, which has included a design study for new parking lots off Electric Avenue, a Safe Routes to School program to keep our children safe from gang violence, and the studies necessary to get the California Coastal Commission to consider the OPDs.</p>
<p>Still, the Venice monies can be spent only in Venice. How can you use this money for this purpose?</p>
<p>The money from the Venice fund is only one of many sources that will be used to be pay for the Safe Parking program. I am also tapping other accounts that can be used for district wide or citywide programs, and we are also going to aggressively seek money from grants and other levels of government. LAHSA itself will bring resources to bear for the program. The percent of money spent from Venice will be commensurate with the services provided in Venice, and the number of vehicles from Venice neighborhoods that are moved off the streets and into the program. Leftover monies from Venice will revert back to the Venice property fund.</p>
<p><strong>Does this mean that the Safe Parking Program will be in effect only in Venice? Won’t this attract people living in their cars to Venice?<br />
</strong><br />
The program will serve the entire 11th District, and I hope will be a model for the entire City.I anticipate we will have lots in other parts of the district, as well as in Venice. Money from other sources will be used to help pay for the program in the non-Venice parts of CD11.</p>
<p>The purpose of the Safe Parking program will be to draw those living in their vehicles off our residential streets, into a service continuum, and eventually into housing. Our intention is to demonstrably reduce the number of people living in their cars in Venice and in CD11.</p>
<p><strong>Why don’t you use the money to hire more cops for Venice or for CD11?</strong></p>
<p>Venice is getting more police. I am pleased to report that between the end of April and Memorial Day Weekend, the Venice Beach detail will be augmented by 36 additional officers. The additional patrols will help us considerably with the enforcement of existing laws.</p>
<p><strong>I understand the Grand Canal project still needs more money. Why not give it to that project instead?</strong></p>
<p>The Grand Canal project is a worthy long-term project. It currently has $400,000. On Friday, I also intend to submit a motion to reprogram $700,000 to augment the Grand Canal project.</p>
<p><strong>What is happening with parking restrictions to help combat vehicular living?</strong></p>
<p>As you may know, I supported the creation of Overnight Permit Parking Districts, and funded our application for those districts before the California Coastal Commission. The Commission denied those applications. The commission decision is facing a legal challenge, and I hope it will be resolved in a way that allows us to implement the OPDs.</p>
<p>In the meantime, I recently submitted a motion directing our City Attorney and our Department of Transportation to amend the City’s Oversized Vehicle Ordinance. This Ordinance currently restricts parking vehicles that are 22 feet long and 84 inches high from 2 am to 6 am. My motion, Council File 09-3036, requests that the municipal code be amended to restrict parking of Oversized Vehicles that are 22 feet long OR 84 inches high from 2 am to 6 am.</p>
<p>This amendment, in addition to my support of Overnight Parking Permit Districts, will provide our law enforcement entities with additional tools they can utilize as a means to address the large number of Oversized Vehicles that consistently park on Venice streets in the late and early morning hours.</p>
<p><strong>Many people think you are allocating too much from the Venice Property Fund to this program. How do you respond?</strong></p>
<p>I always listen to my constituents and try to strike a balanced and fair approach, especially on this issue.Just as I have sought to balance aggressive enforcement with a Safe Parking program, I intend to provide financial support to both efforts. Accordingly, on Friday, I will amend my motion, reduce the amount allocated for Safe Parking, and transfer the corresponding amount to help pay for the implementation of whichever restricted parking measures are legally permissible.</p>
<p>I welcome further questions and comments, and look forward to working with everyone on a solution to this pressing social problem which so severely impacts our quality of life.</p>

<p><strong>MOTION</strong><br />
There is a great need to address homeless services in Venice as well as adjoining areas of Council District 11.</p>
<p>The Los Angeles Homeless Services Authority (LAHSA) conducts various homeless programs. There are good models of services to the homeless in Oregon and in Santa Barbara that could be replicated here in Los Angles.</p>
<p>Sufficient Funds are available in various Council District 11 funds for this purpose. This effort is of special benefits for the residents of the City and for Council District 11 and deserves financial assistance from the City.</p>
<p>I THEREFORE MOVE that $1,200,000 from the Venice Area Surplus Real Property Fund No. 434, and $92,000 from the Council District 11 portion of the Street Furniture Revenue Fund, and $190,841 from the Council District 11 Real Property Trust Fund, and $20,000 from the General City Purposes Fund No 100-56, Account Ng. 0711 t&#8217;C:D-11Community Services) TOTAL: $1,431,841, be allocated to the Los Angeles Homeless Services Authority (LAHSA) to conduct a comprehensive homeless services prograniin Council District 11 modeled after the program in Santa Barbara that provides safe parking spaces and services for people living in their vehicles.<br />

I FURTHER MOVE that the City Clerk be directed to prepare the necessary document(s) with Los Angeles Homeless Services Authority (LAHSA), or any other agency or organization as appropriate, in the above amount, for the above purpose, subject to the approval of the City Attorney, if needed, and that the Councilmember of the District be authorized to execute any such documents on behalf of the City.</p>
<p>I FURTHER MOVE that the City Clerk be authorized to make any technical corrections or clarifications to the above instructions in order to effectuate the intent of this Motion.</p>
